As war approached and then began, public official view of foreign-born involved "a rapid slide from complacency to near hysteria." Incidents of foreign-born unrest reinforced the perception that "they" were hostile to old-line American values. Governor Holcomb's attitude was pointed and accepted: "If we are to be loyal to our boys over there, we mustn't let their leement show its head here. Don't let any disloyal person show his head in your community." .
